any form to make cgi script work and other styles too

Q:
please could you kindly put me through on the simplest form of writing a
functional cgi script, i'm having quite some heck getting it work on my
webpage... also i'll be grateful if you could teach me other styles
thanx!
1.i use windows 98
2. i've been trying to build a cgi script that'll enable my client to
place orders online on my website then have it sent directly to my e-mail
or stored in the server.
3.the first time i tried it keep telling me cgi not installed properly and
i don't know what else to do
4.i'll like the program to put me through a basic tutorial on how to write
a functional cgi script that' enable my client fill a form online and have
the information sent to my e-mail or stored in my sever and also to enable
my clients place orders and get quick response like "thank you Mr..."

You can not expect me or anyone else to generate a CGI tutorial for you
directly. Find one in a book store or on the internet. There are several,
some of them are good.

However I wan to be generous, so here is a fully functional ScriptBasic
CGI program:

#! /usr/bin/scriba
print "Content-Type: text/html\n\nHello\n"
